The UK is updating its Energy Performance Certificate (EPC) and Minimum Energy Efficiency Standards (MEES) framework to align with the Net Zero by 2050 goals. Here’s what’s changing:
1. Higher Minimum Standards for Landlords
- Residential Properties - Minimum EPC rating of C required for all rented homes by 2030 
- New tenancies likely required to be EPC C from 2027‑2028 
 
- Commercial Properties - Must not be let below E-rated from April 2023 
- Targeting C by 2027 and B by 2030 
 
2. New EPC Metrics & Updated Methodology
- Expansion from single headline score to include: - Fabric performance, heating system, smart readiness, and energy cost 
 
- Transition from RdSAP/SAP to Home Energy Model (HEM) starting mid-2026 
3. Shorter Validity and Renewals
- EPC lifespan may reduce from 10 to 5 years, or even 2 years in some cases 
- Renewals may be required mid-tenancy, ensuring accuracy 
4. Exemption Protections
Landlords can register exemptions if:
- Improvements exceed cost caps (up to £10k–£15k) 
- Technical or consent barriers prevent upgrades 
- Listed buildings, or cases needing third-party consent 
5. Phased Implementation Timeline
