What Are Minimum Energy Efficiency Standards (MEES)?

Minimum Energy Efficiency Standards (MEES) are legal requirements in England and Wales that set a baseline for the energy performance of rental properties. Introduced under the Energy Efficiency (Private Rented Property) Regulations 2015, these standards aim to reduce energy waste and carbon emissions from buildings.


MEES Key Requirements

  • Minimum EPC Rating: As of April 2018, landlords cannot let or renew a tenancy for most residential or commercial properties unless the property has an Energy Performance Certificate (EPC) rating of E or above.

  • Fines for Non-Compliance: Failure to meet MEES can result in penalties of up to £5,000 for residential landlords and even higher for commercial buildings.

  • Exemptions: Properties that cannot be improved to an E rating despite all cost-effective measures may be eligible for exemption — but must be registered on the PRS Exemptions Register.


Are MEES Changing?

Yes, upcoming MEES changes are expected. The UK government has proposed:

  • A requirement for new tenancies to achieve a minimum EPC rating of C by 2025

  • And for all existing tenancies to reach a C rating by 2028
