When Were EPC Certificates Introduced?

Energy Performance Certificates (EPCs) were officially introduced in England and Wales on August 1, 2007 as part of the Home Information Pack (HIP) requirement for residential property sales. EPCs quickly became a vital document for anyone buying, selling, or renting a property. By October 2008, it became mandatory to provide an EPC for all properties being let to new tenants.


A Timeline of EPC Implementation

  • 1 August 2007 – EPCs introduced for property sales as part of HIPs.

  • October 2008 – EPCs made compulsory for residential and commercial rentals.

  • April 2012 – EPC ratings became a legal requirement in marketing materials for property listings.

  • April 2018 – New tenancies required to meet minimum EPC rating of ‘E’.

  • April 2020 – All existing tenancies must meet the same ‘E’ minimum standard.

  • 2025 (Proposed) – Government plans to raise the required EPC rating to ‘C’ for new lets.
